លក្ខខណ្ឌទូទៅ នៃការប្រើប្រាស់កម្មវិធី

លក្ខខណ្ឌនៃការប្រើប្រាស់កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) ឬហៅថា “លក្ខខណ្ឌប្រើប្រាស់” គឺជាការឯកភាព ឬយល់ព្រម រវាងអាជ្ញាធរអគ្គិសនីកម្ពុជា និងអ្នកប្រើប្រាស់ ក្នុងការប្រើប្រាស់កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជានេះ។

សូមអានលក្ខខណ្ឌមុននឹងចុច «យល់ព្រម» ចុះឈ្មោះប្រើប្រាស់សេវាកម្មនេះ។ នៅពេលលោកអ្នកចុច «យល់ព្រម» នៅលើទូរសព្ទដៃរបស់លោកអ្នក មានន័យថា លោកអ្នកឯកភាពនឹងលក្ខខណ្ឌដែលបានកំណត់ក្នុងការប្រើប្រាស់ កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជានេះ។

អាជ្ញាធរអគ្គិសនីកម្ពុជាអាចនឹងកែប្រែលក្ខខណ្ឌគ្រប់ពេលតាមការចាំបាច់ ដោយអនុលោមតាមច្បាប់នៃ ព្រះរាជាណាចក្រកម្ពុជា ហើយអាជ្ញាធរអគ្គិសនីកម្ពុជានឹងជូនដំណឹងដល់អ្នកប្រើប្រាស់ក្នុងករណីដែលការកែប្រែ នេះប៉ះពាល់ដល់សិទ្ធិ និងកាតព្វកិច្ចរបស់អ្នកប្រើប្រាស់។

១-សេវាកម្ម

១.១-កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) ប្រើប្រាស់បណ្តាញទូរគមនាគមន៍របស់ប្រតិបត្តិករទូរសព្ទចល័ត ដែលអនុញ្ញាតឱ្យអ្នកប្រើប្រាស់ងាយស្រួលក្នុងការពិនិត្យមើលព័ត៌មាន និងប្រវត្តិនៃការប្រើប្រាស់អគ្គិសនីរបស់ខ្លួន។

១.២-មុខងារសំខាន់ៗនៃកម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា

• ពិនិត្យស្ថានភាពនៃការប្រើប្រាស់អគ្គិសនី
• ទូទាត់ថ្លៃអគ្គិសនីជាមួយធនាគារ ឬគ្រឹះស្ថានមីក្រូហិរញ្ញវត្ថុជាដៃគូ
• ផ្តល់ព័ត៌មានអំពីវិក្កយបត្រ (កាលបរិច្ឆេទនៃការបង្កើតវិក្កយបត្រ,ការទូទាត់ និងការផុតកំណត់ទូទាត់វិក្កយបត្រ)
• ពិនិត្យព័ត៌មានលម្អិតអំពីវិក្កយបត្រអគ្គិសនី
• ពិនិត្យព័ត៌មានទូទៅ-ទាន់ហេតុការណ៍
• ពិនិត្យតារាងតម្លៃភ្ជាប់ចរន្ត
• ពិនិត្យបញ្ជីថ្លៃលក់អគ្គិសនី
• មើលលេខទំនាក់ទំនង និងទីតាំងរបស់អ្នកកាន់អាជ្ញាបណ្ណ
• សំណួរ-ចម្លើយអំពីអាជ្ញាធរអគ្គិសនីកម្ពុជា

២-ថ្លៃសេវា និងបន្ទុក

កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) ដាក់ជូនប្រើប្រាស់ដោយឥតគិតថ្លៃ។

៣-ការកម្រិតការចូលប្រើប្រាស់

ដើម្បីបង្ការហានិភ័យដែលអាចកើតមាន អ្នកប្រើប្រាស់កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) មិនត្រូវកែសំណុំដើមនៃ ប្រព័ន្ធប្រតិបត្តិការក្នុងឧបករណ៍របស់ខ្លួន ដោយ Root ឬ Jail-break ឡើយ។

៤-ការតភ្ជាប់

អាជ្ញាធរអគ្គិសនីកម្ពុជានឹងមិនទទួលខុសត្រូវចំពោះអ្នកប្រើប្រាស់សម្រាប់ភាពមិនពេញលេញ អវត្តមានក្នុងការប្រើប្រាស់ ការខកខាន ការរំខាន ការព្យួរ ឬការពន្យារពេលណាមួយក្នុងការប្រើប្រាស់កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) រួមមាន៖ ការបញ្ជូនការផ្តល់សញ្ញា ឬការជូនដំណឹងណាមួយ ដោយសារកត្តាណាមួយមិនស្ថិតក្រោមការគ្រប់គ្រងរបស់ អាជ្ញាធរអគ្គិសនីកម្ពុជា។

៥-ការថែរក្សាប្រព័ន្ធ

អាជ្ញាធរអគ្គិសនីកម្ពុជាអាចបន្ថែម ឬផ្អាកមុខងារណាមួយ ឬព្យួរប្រតិបត្តិការកម្មវិធី EAC App ឬសេវាកម្មណាមួយរបស់ខ្លួនគ្រប់ពេលវេលា។

៦-សុវត្ថិភាព

  ៦.១-ការប្រុងប្រយ័ត្នជាទូទៅ

អ្នកប្រើប្រាស់ត្រូវទទួលខុសត្រូវ និងប្រើប្រាស់កម្មវិធីដោយប្រុងប្រយ័ត្នខ្ពស់ ដើម្បីបង្ការការប្រើប្រាស់ និងការចូលប្រើប្រាស់ដោយគ្មានការអនុញ្ញាតណាមួយនូវកម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) នៅលើទូរសព្ទដៃ និង/ឬ ឧបករណ៍នានារបស់ខ្លួន និងដើម្បីការពារព័ត៌មានផ្ទាល់ខ្លួនរបស់អ្នកប្រើប្រាស់ ព្រមទាំងអត្តសញ្ញាណសុវត្ថិភាពនានា គ្រប់ពេលវេលា។

ឧទាហរណ៍៖ អ្នកប្រើប្រាស់មិនត្រូវបង្ហាញ ឬអនុញ្ញាតឱ្យអ្នកដទៃប្រើប្រាស់អត្តសញ្ញាណសុវត្ថិភាព ដើម្បីចូលប្រើប្រាស់គណនី របស់ខ្លួនឡើយ និងត្រូវប្រុងប្រយ័ត្ននៅពេលលោក-លោកស្រីបញ្ចូលអត្តសញ្ញាណសុវត្ថិភាពរបស់លោក-លោកស្រី។ ម្យ៉ាងវិញទៀត អ្នកប្រើប្រាស់ត្រូវធ្វើបច្ចុប្បន្នភាពភ្លាមៗ និងនៅរក្សាឱ្យទាន់បច្ចុប្បន្នភាពនូវកម្មវិធី EAC App ក៏ដូចជាប្រព័ន្ធប្រតិបត្តិការ (OS) សម្រាប់ឧបករណ៍ ចល័ត/ទូរសព្ទដៃរបស់ខ្លួន។

  ៦.២-អត្តសញ្ញាណសុវត្ថិភាព

កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) តម្រូវឱ្យប្រើប្រាស់អត្តសញ្ញាណសុវត្ថិភាពដែលមានលេខទូរសព្ទ និងលេខកូដសម្ងាត់ PIN 4 ខ្ទង់។ លេខកូដសម្ងាត់របស់អ្នកប្រើប្រាស់មិនត្រូវមានលក្ខណៈ ដូចជាថ្ងៃខែឆ្នាំកំណើត, លេខរៀងតគ្នា (ឧ. 1234), លេខដែលងាយទស្សទាយ(ឧ. 1111), ផ្នែកនៃលេខទូរសព្ទរបស់អ្នកប្រើប្រាស់…។ល។

៧-ការជូនដំណឹង

អាជ្ញាធរអគ្គិសនីកម្ពុជានឹងធ្វើការជូនដំណឹងតាមរយៈសារ SMS នៅពេលដែលអ្នកប្រើប្រាស់បានចុះឈ្មោះប្រើប្រាស់ កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា(EAC App) និងជូនដំណឹងតាមកម្មវិធី សម្រាប់ប្រតិបត្តិការមួយចំនួន ឬការទំនាក់ទំនងផ្សព្វផ្សាយ ឬការជូនព័ត៌មានពីអ្នកកាន់អាជ្ញាបណ្ណផ្គត់ផ្គង់អគ្គិសនីនៅតំបន់លោកអ្នក ឬពីអាជ្ញាធរអគ្គិសនីកម្ពុជា។

៨-កម្រិតការទទួលខុសត្រូវ

អាជ្ញាធរអគ្គិសនីកម្ពុជាមិនទទួលខុសត្រូវចំពោះការខាតបង់ណាមួយ បណ្តាលមកពីការប្រើប្រាស់កម្មវិធីអាជ្ញាធរអគ្គិសនីកម្ពុជា( EAC App) ឡើយ ព្រោះនេះជាជម្រើសរបស់លោក-លោកស្រីក្នុងការទាញយក និងដំឡើងកម្មវិធីនេះដើម្បីប្រើប្រាស់។

៩-ការព្យួរ ឬការបញ្ឈប់កម្មវិធី EAC App

អ្នកប្រើប្រាស់អាចលុបចោលការប្រើប្រាស់កម្មវិធី EAC App គ្រប់ពេលវេលា។ អាជ្ញាធរអគ្គិសនីកម្ពុជាអាចដកការចូលប្រើប្រាស់ គ្រប់ពេលវេលា ដោយពុំមានការជូនដំណឹងជាមុន ព្យួរ និង/ឬបញ្ឈប់ការចូលប្រើប្រាស់កម្មវិធី EAC App ឬ សេវាកម្មណាមួយនៃ កម្មវិធីនេះដោយមូលហេតុអ្វីមួយ។

១០-លក្ខខណ្ឌឯកជនភាព

អនុលោមតាមលក្ខខណ្ឌតម្រូវ និងគោលនយោបាយផ្ទៃក្នុងរបស់អាជ្ញាធរអគ្គិសនីកម្ពុជា អ្នកប្រើប្រាស់ផ្តល់ការយល់ព្រមថា៖ ព័ត៌មានផ្ទាល់ខ្លួនដែលប្រមូលបានជាផ្នែកនៃអត្តសញ្ញាណរបស់អ្នកប្រើប្រាស់ អាចត្រូវអាជ្ញាធរអគ្គិសនីកម្ពុជារក្សាទុក សម្រាប់គោលបំណងអនុញ្ញាតឱ្យអ្នកប្រើប្រាស់អាចប្រើប្រាស់សេវាកម្ម និងកែលម្អសេវាកម្មនៃកម្មវិធីអាជ្ញាធរអគ្គិសនី កម្ពុជា(EAC App)។

១១-កម្មសិទ្ធិបញ្ញា

អាជ្ញាធរអគ្គិសនីកម្ពុជា មាន ឬបានទទួលអាជ្ញាបណ្ណដែលមានសុពលភាពក្នុងការប្រើប្រាស់កម្មសិទ្ធិបញ្ញាទាំងអស់ដែលប្រើប្រាស់ពាក់ព័ន្ធនឹងការផ្តល់កម្មវិធី EAC App។ ព័ត៌មានដែលបានផ្តល់ដល់អ្នកប្រើប្រាស់ជាផ្នែកនៃកម្មវិធី EAC App អាចត្រូវបានប្រើប្រាស់ សម្រាប់តែការប្រើប្រាស់ផ្ទាល់ខ្លួន និងជាឯកសារយោងប៉ុណ្ណោះ ហើយមិនអាចបង្កើតឡើងវិញ ចែកចាយ ឬបញ្ជូនទៅកាន់នរណាម្នាក់ ឬបានដាក់បញ្ចូលក្នុងឯកសារផ្សេងៗណាមួយ ដោយគ្មានការយល់ព្រមជាមុនពី អាជ្ញាធរអគ្គិសនីកម្ពុជា។

១២-វិសោធនកម្ម

អាជ្ញាធរអគ្គិសនីកម្ពុជាអាចផ្លាស់ប្តូរលក្ខខណ្ឌជាក់លាក់គ្រប់ពេលវេលា។ ហេតុនេះ អាជ្ញាធរអគ្គិសនីកម្ពុជានឹងផ្តល់ដំណឹង តាមរយៈគេហទំព័រអាជ្ញាធរអគ្គិសនីកម្ពុជា https://eac.gov.kh/ ឬ តាមមធ្យោបាយទំនាក់ទំនងអេឡិចត្រូនិចផ្សេងៗ។

១៣-ការដោះស្រាយវិវាទ និងច្បាប់គ្រប់គ្រង

វិវាទណាមួយកើតឡើងពី ឬពាក់ព័ន្ធនឹងលក្ខខណ្ឌជាក់លាក់ទាំងនេះ ឬការប្រើប្រាស់សេវាកម្មណាមួយ សូមទំនាក់ទំនងមកកាន់ អាជ្ញាធរអគ្គិសនីកម្ពុជា ដើម្បីដោះស្រាយ ស្របតាមគោលការណ៍ និងនីតិវិធីរបស់អាជ្ញាធរអគ្គិសនីកម្ពុជា ចៀសវាងឈានដល់ការប្រឈមមុខគ្នាតាមរយៈតុលាការនៃព្រះរាជាណាចក្រកម្ពុជា៕

Terms & Conditions

These terms and conditions are an “Agreement” between you and the Electricity Authority of Cambodia in relating to the use of EAC App.

Please carefully read this Agreement before ticking “Agree”. Ticking “Agree” via your mobile phone means that you agree to all the Terms and Conditions and Notices containing in this Agreement and accept responsibilities for your usage of EAC App.

1-Service Description

1.1 EAC App uses telecommunication networks of participating mobile network operators that allow you to access EAC online services.

1.2 Key features of EAC App include:

• View the conditions of electricity consumption
• Pay electricity bills with partner banks or microfinance institutions
• Alert message functions (date of bill generation, bill payment and bill due date payment)
• View electricity bill details
• View general and up-to-date announcements
• View the table of electricity connection fees
• View the electricity tariff
• View Contacts and Areas of Supply of Licensees
• Q&A about the Electricity Authority of Cambodia

2-Fees and Charges

EAC App is free to use.

3-Limitation of Services

In order to prevent any possible risks, you will not be allowed to use EAC App in the situation your device’s operating system is not genuine (Rooted or jail-broken).

4-Connectivity

EAC shall not be liable to a user for incompleteness, unavailability, failure, interruption, suspension, or delay in EAC App including the transmission of any Alert or Notification or in receipt or execution of any instructions due to any factors not under EAC’s reasonable control.

5-System Maintenance

EAC may add or disable any features or suspend the operation of EAC App or any of its services at any time.

6-Security

  6.1. General Precautions

You shall take a responsibility for and use your best endeavors to prevent any unauthorized use of, an access to EAC App on your mobile and/or other devices and to protect your personal information and security credentials at all times. For instance, you must not allow, disclose any other person and take care to ensure that no-one else can see you entering your security credentials. Moreover, you must promptly update, and keep updated the operating system and security software for your mobile device.

  6.2. Security Credentials

EAC App and its services require the use of security credentials that consist of phone number and 4-digit PIN code that will be required to log-on and confirmation of action while using EAC App. You should ensure that your 4-digit PIN code is strong and doesn’t contain things such as your date of birth, sequential or repeating numbers that can be easily guessed (e.g. 1234, 1111), or part of your telephone number.

7-Notification

EAC may send or be requested to send an SMS to you when you register EAC App and send the in-App Push Notification for certain transactions or for marketing communications or announcements from licensees in your areas or from the Electricity Authority of Cambodia.

8-Limitation of Liability

EAC will not be liable for any loss arising from your use of EAC App. It is your choice to download and install EAC App.

9-Suspension or Termination of EAC App

You may cancel EAC App use at any time. We may withdraw access at any time without giving prior notice, suspend and/or terminate your access to EAC App or to any its services for any reason.

10-Privacy Term

In accordance with EAC’s requirements and internal policies, you provide your consent and agree that: Personal information collected as part of your identity can be held by EAC for the purpose of enabling you to use the services provided and improving EAC App services.

11-Intellectual Property

EAC owns or has obtained a valid license to use all intellectual property used in connection with the provision of EAC App. Information provided to you as part of EAC App may only be used for personal use and reference only and may not be reproduced, distributed or transmitted to any other person or incorporated into any other document without EAC’s prior written consent.

12-Amendments

EAC may change the specific Terms and Conditions at any time. Therefore, we will publish on our website https://eac.gov.kh/ or any other method of electronic communications.

13-Dispute Resolution and Governing Law

Any dispute arising out of or in connection with specific Terms and Conditions or use of any service, please contact the Electricity Authority of Cambodia to resolve in accordance with the principles and procedures of EAC before referring to the exclusive jurisdiction of Cambodia court.
